I experienced something similar while modding mine; most opamps are bypassed with relatively low values. I changed two 10uF bypass caps for 2200uF (yes, massive, but i just happened to had them lying arround... something like 470uF would do just as good), and it worked wonders for lowering the noise floor.
Do the cdrom drives have an I2S output? If they do, a very simple and cheap directly connected TDA1543 would the the rest...

I personally would suggest the Jolida JD-100. Its robust, has an awesome transport, is built like a tank (27lbs!), has an awesome remote, and has great sound for the money. You can buy one NEW from www.cattylink.com, though it will be a 220volt model (thats what step up/downs tranny's are for) for about $400+ (thats an awesome price considering that in the US they are still going for $900+) for a used unit it would be up to you and the seller....
