I'd only install phase plugs in FE126 as recovery from a dustcap accident. Saburo i can recommend.

B200 is a nice driver. IMO they do need phase plugs.

Definately look over the Frugal-Horn and Spawn link, many of the drivers used are within your budget. You might could even get a pair of Enabled drivers from Dave(Planet10) with a wooden phase plug for around $200. It almost sounds like this budget of yours might be flexible a little bit.
