Hmm... I hate to be obvious, but there is a sensitivity switch on the front panel. It offers a low range and a high range.

Do the LEDs come on?

I've noticed that the LEDs are a lot more sensitive, specially in the low range, than the meters themselves.

I'm including a copy of the owner/user's manual, which includes the schematics.

Thank you for that manual tonyEE. I have the 2w switched on and the 8 ohm selection on the back. Well, your right about the LEDs being more sensitive. I was wondering if I could increase the sensitivity of the meters with the adjustable pots inside the unit. Or would I just screw up the meter accuracy.

The unit might need calibration or just a rebuild.

I got two of them and bought them rebuilt... driving a 16 watt amp into 90 db/w, 6 ohm speakers, on the 2W setting, I can see the meters and the LEDs work. When I drive a pair of Maggies with a 200 watt amp, I can get those meters to play and play and play...

Have you tried different speakers? Something with low sensitivity?

Is the problem on both sides, or just one side?

A 50W, 8ohm, power resistor

I couldn't find a service manual for it. There's a guy on eBay that rebuilds them, that's as far as I can help.
