Why some threads don't have rating and others have?

Yes this thread can be rated but are others can't be rated.

People will rate a thread when it proves interesting, helpful and so on. You can only rate a thread once. Top right hand corner, drop-down box and you can choose where you want to rate the particular thread. If it is a useless thread you will not find anyone rating it.

There are threads without rate that I want to rate but I can't.
