That explains it.... I was seriously thinking that my approach to fault finding had diminished somewhat.... but your final reply actually, makes sense now and I am again fairly happy with what I had in my head. Thanks for the update!
You see, I was going to say that with Q615 measuring the way you initially measured, AND the same Q615 being inserted correctly into PCB, the only way you would NOT not be blowing fuses again was ... if the Q617/621 were open. However, you also mentioned that you could hear the sound (???) This confused me even further.
This is why I restrained myself from making any conclusions and asked for the voltage readings.... first.
