Hello. What means this message?

Seems like diyaudio blocks acces only for my computer, because i can log in through mobile phone or fake proxy...
I tried to ùèûóêìó forum rules, so i cant understand, why i cant read this site 🙄

I have a dynamical IP Adress. Now it is 94.50.43.221
