Quick question on speakers grounding with bleeder resistor

Hello there,
Just in for a quick question about this topology that I met for the first time?

Why a so big resistor between speaker's return and ground?

It's a tube amp of course.

To violate safety rules perhaps? Surely a solid earthing point is the thing to do.
Perhaps someone wanted to reduce capacitive loading of the primary to extend transformer frequency response at the high end?
