What was the gate voltage (DC voltage) when you checked it with no B+ connected?

If you are 100% SURE you dont have a shorted channel, you might want to check the rectifiers and transformer. They rarely fail but you need to be sure your output fets are not shorted cause that is sure what it sound like to me. It would only take 1 to be shorted to cause this symptom.
