Protecting Ribbons

What is the best method or Capacitor type for protecting ribbons from pops and on/off surges ?

I am currently using the Russian hybrid caps, but they srill let the on/off pop through.

Size of the cap is more important here than type , what value are you using ?
then again I'm not sure what's a "Russian hybrid type "
