Problems joining mp3 into an mp4

When trying various programs to do the above. Either nothing plays. Or i just hear garbly static instead of music.

Help? I dont know whats wrong..... Even tried windows movie maker and it reduced the FPS from 60 to 30 and made the video ugly quality. And still had no audio!

can I do it without "converting" the mp3 into the mp4? like just merging them together? because I dont want to lose so much quality from converting them to a single file.

I tried a bunch of different settings in windows movie maker but its still extremely blurry and laggy and stuttery.. Took forever and the audio is still garbly..
I thought mp3 was MEANT to be in an mp4?
