the particular part is the VBE multiplier ... in plain greek this is only a thermostat that will ensure that the bias of your amplifier will drop while the amplifier gets very warm ......
it will be wise to look down under for soldering issues cause if this particular part has lost contact may the protection is activated from it
also from the photo posted it seems that there is thermal stress also in the two smd transitors located in front of the VBE that look to me as predrivers ....if you have any damage there or soldering isues then again your amplifier will not start

you must at first step replace all present electrolytic caps, also the SMD versions. At second step you can start the commonly troubleshooting, but I think, this second step is no longer necessary, if you choice a good quality standart (105 degrees, still 63VAC at least and low ESR).My PRIMARE A20 MK II is no output

Unfortunately I haven't experience with the capacitor brands from your country, but quality differences there are in the same kind than in Europe. RIFA, F&T, Arcotronics and BHC/Aerovox are my favorites.
Please note, the thermal stress arround the high wattage resistors and the voltage regulators are the reason for the dry caps. I recommend highly to solder out the resistors, onsold 4 cm leads and put in the resistors again. After this you can forming the leads so, that the thermal beam of resistors do not have too great influence to the caps (unfortunatel no visual feast for the eyes but longer Lifetime for the caps).
