The TA2021 will deliver 20 Watts into 4 Ohms with 0.745 Vrms (datasheet page 9). No preamp needed IMO.

thanks for clarifying doubt. t-amp (smsl sa-s21) is having onboard volume control, but if i want to add balance control, then what are my options? also i am interested in remote controlling the volume as an added requirement.
You can add volume control and balance control without adding additional amplifying stage.

One simple way to do it is to add the balance control to the top of the volume control. Dual pot with the same resistance as the volume pot, but linear instead of log. Then arrange wiring so the balance control adds resistance to one channel as it reduces on the other. Roughly, this gives you a +-3dB variation on each channel. Ought to be enough unless your room is a very strange shape.
No. That circuit allows for complete cutoff on one channel, which is much more than you need. It loads the source (typically by 5k) so can increase distortion. It can also introduce crosstalk via the balance control slider. Surprising, as that site is usually quite reliable.
