I think what you say - it's near the ideal (high enough ESR electrolites to damp resonance and less than 1:100 relation).
I must to add that if el.caps ESR is high enough, then it could be more then 1:100 - almost any ratio.

Actually i am not going to use high quality grade caps, like nichicon, panasonic, elna, rubycon etc. I choose SA series of KELTRON aluminium electrolytic. The only trusted capacitor brand of india; technical collaboration with SPARGUE, Belgium. 4700uf/50v cost about less than $1USD(INR60) 😀
