Its down to the quality/standard of design and components and the noise floor you want to achieve .
Many designers intentionally make their amplifier low sensitivity which IMO makes it a bit "easier " both in cost and choice of components but it also depends on what use a 400 Watt amplifier is put to .

I’d go for 2V. The standard gain range for power amps in the audio industry is 26 to 30 dB.
Most preamps will have their distortion minima at between 2-3 Volts out as well.
0.3 V for a big power amp is really not a good idea.
