What operating system and browser are you using ?
(I've been using the attachments feature throughout the day and not noticed any issues on W10 x64 with Edge browser)

There was a large pop-up advert that closed the window where the button would be - I was looking at the bottom half of the screen - hiding the half where green button with two upward facing arrows is. It was a senior moment on my part after a sleep deprived night.
