Plitron Isolation Transformer for balanced power supply

According to Plitron their "isolation " transformers have the secondary connected to earth that provides a path back to the AC power station generator where the neutral is earthed there ---at least in the UK.--

Clearly regulations in the USA and the UK differ as regards what qualifies as ISOLATED & SAFETY that's why in the UK specifications are supplied as regards the insulation factor from BOTH output connections to earth IE- 4000volts tested.
 
Sounds logical PRR ----BUT Plitron on the same advertising and technical webpage offer the same type transformer for "European markets " with the same EARTHED neutral .
The raison etre of USA 115/120 Volts of the USA Electrical Engineering Institute to use a lower electrical pressure (volts ) reducing the chance of death by electrocution of the public and yes its a point although US electrical cabling is therefore of larger diameter to cope with the increased current supply.
