Hello friends, sorry for the inconvenience. I am trying to repair this Planet Audio brand amplifier, Model AC3000.1D. I had already repaired some of this model, but this one in particular I could not get the output driver board to activate, I detected some shorted and open high and low channel transistors as well as an open 100 ohm resistor, but I cannot get it to activate. I appreciate your support, regards.

Is the 'on' terminal dropping towards 0v after the short mute delay?
Is the amp in protect mode?
If you drive a strong signal into the amp, does that signal reach the input of the driver board?

That optocoupler appears to be defective. Confirm that pin 4 goes to pin 6 (on, control, sw pin) of the driver board. If so, bridge pins 3 and 4 with a meter probe while the amp is on to see if the output stage will start to oscillate (with a signal being driven into the amp).
