The 6P45S is a drop-in replacement in most cases where the EL509 was used. The EL519 has a slightly higher anode dissipation according to spec.
That being said, 6P45S is a VERY different construction in comparison to the EL509. For one thing it uses frame grids for both G1 and G2, you won't find nothing of the sort in an original EL509. Not to doubt Tim de Paravicini, but I have yet to hear of russian tubes having problems with vaccuum quality (although, 6P45S is a commercial tube and probably not as tight specced as the military stuff mostly available here)... could it be that the different construction generates a higher grid current? For one thing, the grid area of the 6P45S (including the inactive area) is quite huge, is it possible that G1 absorbs more heat due to this? Also, G2 being etched as a frame grid from sheet metal is almost double the size of the regular shadow grid in the EL509, so much so that there are no G2 coolin fins in the 6P45S...

That may very well be true. The tube is much heavier then this Sylvania brand. I also have some General Electric branded just like this one with the external corona band near the bottom. (I guess that's what it is)
