what is the "picth" in electronics?
it seems 2 be a device that increaces and decreases the frequency, but how is this done?

Pitch is the frequency, the only difference in music is that whilst
a frequency of 110hz (~ A) is a single frequency a musical
instrument, e.g. an open guitar string tuned to the pitch of A
(110Hz) will have harmonics of the fundamental also.
Your question regarding adjusting pitch I assume
has nothing to do with tuning musical instruments ?

there are 3 things i think of that i can use cutomly made picth for:
1. lowering the sound of a tradtionally tuned electric guitar by 2 octaves, turning it into a 6 string bass guitar!
2. turntables can many times use picth that doesnt change the speed of the plate.
3. general electronical use- to get a specific hrz.
im not really sure if and how a picth control helps tuning

Unless you are a digital signal processing expert
I suggest you give up now.
It cannot be done with analogue electronics.

The guitar thing is easily done , called octdivider, severall schematics around, simple to build and fun to use, easily made adjustable also
