The May 2021 issue of QST has a note that some variants of the 2N2222 have varying pinouts. A good idea to check before soldering in place.
I’ve never heard of a plastic 2222 being anything other than EBC. But anything is possible as I haven’t tried every possible source for them. Some manufacturers will do CBE for TO-92. In the metal can, the tab is the emitter so you will always know. If in doubt, put it on hFE test. Reverse hFE is low.
Some former Jap types now made by Fairchild/ON (or at least were 6 months ago) are available in both EBC and ECB. Different suffix on the part #. I think those types are all on the chopping block. Some are probably gone already.
