That's better.
The transistor you found connected to pin 15 isn't likely the only one. It's very rare for an NPN transistor to be a high-side switch. See if you can find another transistor connected to pin 15.

Pull it and check it.
While it's out, confirm that:
remote voltage on/off changes the voltage on the base of that transistor
There is no voltage on pin 15 of the 3525

Q5-b, without remote voltage: 5.285
Q5-b, with remote voltage: 5.273
I am getting 13v at the remote terminal now without the remote connected.

Did you check Q5?
Find the transistor driving the base of Q5, check it.
Make sure you don't have any solder bridges on the pads you just desoldered.

Remove both and check them.
Do you still have 12v on the remote terminal with those out of the circuit?

Ignore those as the switch for pin 15.
Those shouldn't have made a difference on the remote terminal.
Look for a PNP transistor with the collector connected to pin 15 and the emitter connected to B+. The base should have been connected to the collector of an NPN transistor.

I found the reason I was getting 13v at Remote, the square hold down for the Remote had crossed over and bridged to the power block. The plastic wall separating the two has been broken. I moved the hold down and no longer get 13v at remote.
