Everything looks normal here, with a nice clean signal at 11, no signal on 6, just DC as per manual. What else should I see there?

Ok, now you have all information to be able to tell where the signal chain is broken. How to solve the problem: read the data sheets, check where signal enters and leaves the ICs, replace faulty parts. BTW you surely did resolder all joints and changed all caps...? That's the first thing to do!
