Neither.
These DAC's are so different. What made you limit your choice to these two, or why do you want to compare apples with oranges?
I think the answer to your question will depend on your application. I am pretty sure the 1955 is a "better" sounding unit. However it is as most AD units a pain in the butt to use because you need to program it using the serial port which means a separate microcontroller which may or may not be an issue for you. Also, do you need balanced out? What will be the topology of your output filter? Do you want internal digital filter or external?
For what it is worth, I ended up choosing PCM1730. I don't know how it sounds yet. If you can manage to build something with the 1955 it has higher specs and more output current which is probably a good thing. I would say the 1702 is probably a little dated, consider the 1704 instead if you prefer BiCMOS over CMOS

Looks like someone just beat me to it.....
The '1702 was replaced with the '1704. The AD equivalent of the '1702 is the AD1862 (of which I have lots if anyone wants them).
The AD1955 is an "all-in-one" solution, as opposed to just being a DAC.
