How old is the version you are trying to use? It may be expecting a library that doesn't exist on a newer machine/OS.
I know that the more recent operating systems cannot be properly installed on some of the older (1990s-era) hardware (which is the opposite of your problem, but the same sort of thing).
You might try configuring your computer as a dual-boot system and use the version of Linux (coupled with the WINE emulation of Windows) that is described in this thread: http://www.diyaudio.com/forums/software-tools/254868-2014-operating-system-pentium-iii-pcs-laptops.html

If the OP doesnt have dotnetfx??? installed on his machine the software wont run but the setup program is running then crashing out.
I have seen this error loads of times. It just needs setup40.exe running as administator.
The only other time it crashes out is if the user has copied all teh files to his c: drive then tried to run pcbcad40.exe in whch case it wont run because the setup hasnt written the install drive to the registry.
The software does come with an installation instruction sheet which covers most if not all of the bases.
