Can anyone recommend a good, reasonably powerful CAD/CAM program for PCB layout? (I've tried PCB Express).

Seriously, among the free and unrestricted ones, Kicad and DesignSpark PCB are the best.
For simple circuits, FreePCB is also very simple to use.

Whatever free one you do pick, make sure it can do at least 4 layers.

Yes, I like Kicad too, I forgot to mention that one and I still use Circuitmaker2000 with Traxmaker as well. 😉
