HAPPENS TO ME TOO!

In response to the thread starters problem...I ALSO HAD THIS PROBLEM. Perhaps unlike your scenario, mine occured when I changes the case of my computer and moved components. What you have to do it the following:

1) unplug the computer's power (120v) cord

2) open case and remove power to hard drives and optical drives and floppy drives

3) attach 120v power and start computer

4) while it is booting, add the optical drives carefully (it took me a while to get this, if i moved it too much to the left, it would spark and crash)

5) TURN OFF THE COMPUTER VIA THE POWER BUTTON

6) add the hdds and boot again (if this doesn't work then add hdd when computer is still on)

7) add floppy drive power connector

this really should fix it. otherwise you should get a new psu because it may be too low rated (350w, 400w, 480w, etc...) that your components require.

if none of this fixes it, check your computer grounding (case)

hope this helps
