What resolution is your panel?
What graphics card do you have?
My guess is that your graphics card is not correctly detecting DDC or EDID information from the monitor. Try rebooting the 2000 box with the monitor attached. If that does not work, manualy set the PC to a resolution and refresh rate that your monitor supports.

What video card is it? Many times you have to specify the output settings in the video card AND the desktop properties.

You could try to use the application PowerStrip to configure the output to your LCD. Try to find the exact settings required for your monitor and use those in PowerStrip. Are there drivers available from the LCD manufacturer?
What graphics card is in your XP box that correctly drives the LCD? Check the settings of the graphics card in the XP box when it is driving the montor.
Worst case is that the cheap SIS card does not support the timings required by the LCD. This should be an easy fix... find a better graphics card.

the thing about lcd's compared to crts is that crts support more random resolutions. so my guess is that you need to use your normal monitor to change the resolution try 60hz at 640x480 then stick in your lcd panel.....it should work after that!?!

i have already tried changing the resolution with a regular monitor and it didnt work.. i can see the windows 2000 startup screen correct and the logon screen correct. but once i log on it screws up.

A SiS 315, I have one of these peices of crap. Mines a SiS 330. Now, if your hooking up to Svideo, heres the dumb part. You must have your LCD and whatever converter you have connected, and on before the machine even boots. Now, if i remember correctly, you must reboot in order to get your machine to change video outputs.
Driver Version 3.5.7 has a nifty feature that lets you switch while the PC is on, but again, you must have had your monitors/LCDs on and hooked up before the machine was started.
I have the drivers for 3.5.7, 3.5.8 are worthless, dont waste your time. No direct draw, video doesnt show up.
I cant remember, if the drivers work for just the SiS 330 (Xabre) or for all of the 3xx series. I'll check the .ini later, if your interested send me a PM.
Also, if your a linux user, there is a driver for this card. It doesnt have OpenGL, but for our purpose its perfect. Hot plugable monitors/LCDs, all kinds of color/gamma/brightness adjusting. Card works better under a driver someone wrote in their spare time rather the one that was developed for it.

dude, if you can see everything until it logs into windows indictes to me that is a refresh rate problem.....
i'm a computer engineer and that problem is common for monitors that don't support high refresh rates.....
forget changing the resolution (keep it at 640x480) change the refresh rate try 50hz 60 hz ....im telling you it should work!!!!

i think you are right. i think i need to put the video card to 50hz
but i cant.
i have 5 video cards and have tested them all. they wont let me go below 60hz. is there a special way that you are supposed to do it.

Install 2 vid cards into your machine, so you can see what the hell you are doing....
Once your up and running on a diffrent monitor use powerstrip or your graphics card drivers to change the refresh. It could be a horizontal or vertical refresh problem.
Find the EXACT monitor supported specs and configure powerstrip to supply those.
Im with DJ, if you can see an image as it boots, but not after windows loads, it is a settings issue.

i cant find the exact specifications.
i think it needs to be a 50hz but i really dont know how to use powerstrip. and i dont know if my display adapters support 50hz

I remember having a problem like this. It ended up being something to do with having my TV-Out set to the wrong region. Setting the output to NTSC and plugging the monitor to the second VGA port will set it to 50hz
