This device appears to be a frequency generator, designed to produce low-level currents through the body via the hand-held electrodes, at specific frequencies.
I personally know someone who was cured of cancer using a much simpler design, but operating on the same pathogen-killing principle – just a basic 555 timer in astable mode at a fixed frequency. This individual had previously undergone extensive surgery to remove a large cancerous mass from their abdomen only to discover it had started to reappear some months later.
