Hi... Panasonic bought out Sanyo lock, stock and barrel about 12 - 18 months ago mainly for Sanyo's medical laboratory business and their portable battery technology (think eneloop) obtaining the Os-cons was just a bonus but I would imagine that they will keep AND develop/improve the "Panasonic" Os-cons as they have done with Fc > Fm > Fr
 
Polymer Capacitors

My understanding is that polymer caps are used for larger value decoupling caps in digital circuitry because they offer lower ESR than electrolytics of the same value. Digital circuits apparently draw current in a very spiky manner, and will benefit from the better "speed" of the polymer caps.
Murata has some very, very high performing polymer caps which you might consider for digital circuitry. Typical is 100uf (polymer)-.1 uF (ceramic)-.01 uF (ceramic)-power input pin.
Actual high speed PCB board designers please feel free to correct me if my understanding is in error or overly simplified.
 
Depends a lot of how the chips is feeded. If you can go with lower voltage, the better the result.

In the new polymer range in your shoes :
<6.3 V : Nichicon PLE (Polymer LE range) : excelent , a subjective lacke of low end oftenly !
Panasonic SEP (most of the time better than the sepc)
UCC PSA range.

Most of the time there is not an absolute serie : as it is compensation : you must try many but with the one above : you can reduce the choice to 3 without big risk and few money.
Old OSCON SP serie is a different technology and is often better, not all the time ! The closer are made today by vishays with the same name oscon (organic) iirc but are expensive . If this is the same like Sprague made : it is a little different than the same Panasonic SP (out of production).

SMD: For local rf decoupling there are poor and cons. Some says 100 nF ceramic class I or at least class II (x7r). Some PPS or acrylic (same same but different) but the inductance is worst with those last due to the bigger size. If me without scope I will play with value beginning at 0.47 uF.

I'm not a specialist but setup all my devices at ears and tried almost all the polymers maid from Lelon, Panasonic, Rubycon, etc!

If some global quality can be find (like the short list I gave above) I'm afraid than often the best method is test & error to find the good reference and value (scope here can save you time !). Just the opinion of a non technician 🙂 but never a scope will find you the best serie between the brands : all sound different despite sometimes close esr & esl !
