There is no way of knowing, unless you can fix one I'd recommend looking for a working one that has been tested or shows a photo of a trace locked on to a test signal. That is what I was told to do and it worked out.
 
From eBay, I'd recommend only buying a scope that has a locked waveform displayed or has a warranty. Otherwise, you're likely to get a paperweight.

I'd recommend Tektronix scopes. The older 400 series (465, 465b, 453, 454...) are great scopes. The newer 2200 series (~10-15 years old) are also very good. Avoid the older LCD scopes (made ~10 years ago) and the 2400 series scopes. B&K also makes good scopes.
