There is 0v on the RCA shield.
I figured as much and ran through it before hand. What I've found is when the amp is powered up the voltage on pin 4 of the 494 does not drop below +0.310v DC and the DC voltage on leg three of the muting transistors is not dropping to anywhere near what it should be.
When amp power shuts down the DC voltage on pin 4 of the 494 is +3.50v and pins 9 and 10 drop to 0.000v.

I did my best to draw out the DC current flow to the third leg of the A06 on one side of the board in the attached photo. Voltage starts with the red wire.
The resistor with the red arrow pointing to it does not have 0.000v across it. The DC voltage across it is +0.003v.
