TL494 Pins 2, 3, and 15 are at 4.82v on this decent looking amp. Nothing blown or shorted otherwise from what I've tested.
Before I get too deep in this amp, what are the symptoms of a failed PIC16?

As far as I know, the PIC only controls the LED and the digital pot.
What's driving pins 2/3/15 high. It's external to the IC according to the voltages you posted.
