I own a topping d30 dac, and I assume it has 1 dual or stereo opamp chip, however I might be able to get a good price on 2 singles (burson) opamps, which themselves are 8 pins each, could I use an adapter to plug in the 2 single chips Into a single dual adapter, ? Meaning each single chip already has 8 pins and I'm trying to add both which are 8 pins each, into the slot which only has 8 pins.

Yes, electrically that will work just fine. The question that remains is will you be able to get an adaptor that will physically fit.
That will require some short individual lengths of wire between the adapters to make that work.
I did that inside a car head unit, and used a couple dots of silicone adhesive to keep the parts from rattling around inside.
