Depends how much you want to vary the second input. Sounds like you might be better off with a comparator though, opamps are generally designed to work with feedback and hence extremely small differences between the two input pins.
varying input should vary from 1.2 to 3.7V and constant voltage should be at 4.8.

Better show a schematic and add more details about which opamp you're using and what you're trying to achieve.
