Old Hammond chokes

I have a couple of old Hammond 12S200 chokes. They’re swinging chokes with a rating of 4 – 21 henries @ 200 ma and with a peak voltage of 5K. Would it be safe to assume that they could used in a circuit of up to, say 400 ma, with a significantly lower voltage?
 
NO.

The current rating is a current rating.
It, combined with the size of the frame, the surface area, and the DC resistance
Determines what the maximum current at “ambient conditions” you can safely use.

Nothing related to age.
Nothing related to “lower voltage”.
