So after a little troubleshooting. there is no voltage across the rails.. and the design of this amp puts the pwm ic underneath the circuit board.
I am reluctant to remover all the fet screws and stuff to get to the ic

is there a better test point on the top of the pcb where i can see if the ic is bad?

I have only located 2 burned components and they seem to be in the sub/ch5 output section.
 
You don't have to take out the individual screws. You take out 3-4 screws that hold the riser plates (the ones the transistors are clamped to) down to the heatsink.
