I remembering my Saturn had a chip card that had to be plugged in for the system to start. It was located there. But it could be someone had aftermarket fog lights on them too.

Clearly not OEM installed at the factory...if you bought the car new and don't know where they came from then, clearly, someone has been screwing with your car!
Seems custom work. But, it's quite limited what u can put there without obstructing ur leg.
Yes, something flat. And since screws were left there what it was was hooked up on them...
The car has been abducted by aliens and they are not screws but some form of implant for tracking or control purposes.

Was it brand new or a demonstrator ?

As I said, we bought the car in 2007. I don't remember seeing that ugly screws there, but it is possible I did not pay attention (well, extremely unlikely), and they were there when I bought the car. In such case they could be used by dealership to keep there some anti-theft immobilizer, or GPS tracking device.
How come it's taken 4 years to notice the screws ?
It's exactly my point. It is very unlikely that I was so blind and did not notice the screws if they were there before.
The title of this thread suggested something very different to me than what it was actually about.
Yes, I was moved to recall a number of odd screws I'd had in my car as a younger man.
Most were somewhat hazy, though ....
