Personally I prefer Kicad which is U$29 cheaper and has a good user database.

It depends on what functions it has.
A good PCBCAD package with lots of error checking can save a fortune on wasted pcb's.

For clearance I am not a part of company, just get it in mail, 29 dollar is cheap and shure there are many others who do well.
