New Chip for smps

I think i new chip for smps by use Micro# pic 1220
FEATURES
1. PWM 100kHz AT 55 step and if up to 50 step Pwm=120kHz-150Khz 33-50ms
2. essy 3 Temp senser for tranformer and heaksink
3. essy duty 1-50 step by POT for dc inverter welder
4. essy protec control desing
4. essy power relay drive
5. essy to CHARGE BATTERY MODE

Excuse me, but the schematic is not really clear to me.... may be someone can understand.
Also, why to use a pic when you can do the same with a 50 cents IC ?
