I searched eBay for a round metal (aluminium?) on-off button power switch with the circular blue illuminated ring on the circumference, but could only find plastic rocker switches.

Look for "Bulgin style" or "vandal proof" switch. You'll find them on eBay. They aren't latching, so you'll need to work a relay into the circuit (AMB sell a nice little PCB for exactly this purpose). They also require separate power for the LED, so pay attention to these voltage requirements.
If you don't find one on eBay, they're readily available from websites dedicated to "modding" PCs. Digikey sells the genuine Bulgin switch, but it'll run you about $28USD a pop.
