I need to get a programmed PIC controller to the US but international mail from Belgium to US is shut down for now, due to lack of flights.
I have the .hex file, so am looking for someone in the US I could mail that file to and who could load it into a PIC16F1788 and mail that to Arizona.
I'll pay for the chip and mailing of course.

Try Ponyprog. It's an old program but does bitbanging via serial port.

The way I read it is: In Arizona US, there´s a guy, who needs a pic controller, programmed with a hex file, that Jan has on his computer in Belgium (EU).
Due to Corona situation, Jan can´t ship this to US (all flights are cancelled), so he needs a guy in the US who can receive the hex-file by e-mail, who can buy the PIC, program it, and ship it to Arizona, and Jan will pay for everything.
How hard can it be, to read a post properly??

If the receiver has any level of capacity, it's quite possible to do it oneself, with the mailed file of course. Maybe they know, maybe they don't.

Hi Jan, I think Digikey will do it for you. At least they used to do this sort of thing. Order the processor from them and they will program it for a small fee as I recall.

Buy a PICKIT off ebay.
PICKIT 4 is newest but I found it to be a bit soft and kept blowing up.
So I stick to my old trusty PICKIT3 and there are loads on ebay.
