I think you can get 32v dual rail or 68v single rail bit not 68v dual rail. As connected it will give 68v single rail as the center tap is not connected to ground, and all you did was effectively cut your capacitance by two.
Yes you can 😀Connect the middle of the two secondary windings to ground.
then you will get 2 x 32,74 Volt... or close.
2 x 68 is not possible.
