Have you looked at the Econowave thread linked above? $200 for the waveguides, compression drivers and xover parts, add your choice of 12" woofer and cabinets to suit. Should fit your budget, and rock pretty good if you choose the right woofer. The Zaph's are probably more refined, but I doubt they'd be at their best with serious rock'n'roll.
I hear the "Veritas" are pretty good for Rock. They're a 3way tower with dual 10" woofers in each tower. The project is up on partsexpress. Cost appears to be <$500. Worth a look.

here is a link for many versions of it. pick you budget and SQ and build it. these will be all about rock! add sub(s) for low end punch and you've got a system.
