Tesla- sounds like you don't know the output transformer type (ie. rated primary impedance). Measuring turns ratio using such a large signal and in circuit may be prone to some error or measurement issue. Much safer to just use a 5-12VAC 50/60Hz level on one of the primary halves.
A schematic, although simple, often helps others to not assume what you may have in place. Eg. bypassed cathode bias resistors, bypassed screen voltage, and preamp situation, and exact PI circuit, and with operating DC voltage levels.
The Philips EL86 datasheet for 250V B+ and 200V screen and 300 separate cathode gives 18W output. So your output level sounds fine given mismatch and different screen powering and possibly unknown OT impedance.
