From a budget cabinet rated at 300W. I've seen these billed as piezos but the copper coil is confusing me

The copper coil is part of some internal circuitry,
possibly C/O or EQ, or possibly protection.
Looks like a Piezo to me.

Definitely Piezo - looks like genuine Motorola, in which case it does use internal protection. You could easily take the back off to have a peak - doesn't hurt 'em.

No brand on it. If I was to replace it, is there a straight (non Piezo) part that would give better sound quality? Prehaps the answer is to leave it in and build a separate mid cab (2x12") and just leave it for very high frequencies.

You can get a replacement part (Piezo) from Maplin.

A non Piezo will not be able to work as a direct replacement
without a new crossover and sensitivity padding.
