Without seeing an exact circuit... well you know how it goes ;)

however it sounds perfectly feasible in what you are seeing. When configured for audio use (which means normal linear circuitry) you will find each input pin of a device (the - and + input) will read the same, and that same voltage will be probably be present on the output pin. You might think it should be zero volts DC but it doesn't have to be, and often isn't in applications like this.

The important things for you are that you have proved the opamp duff by substitution (you could fit something like a TL072 to get up and running quickly).

Also you should find there is zero DC voltage present at the rear user accessible output terminals.
