Measure resistance across C531.
Remove C531. Measure both its resistance and the one where it used to be. Verify that it was in the right way. Might just be a dud, too.
You should actually be able to remove C531 entirely without anything terribly bad happening.

Clean up the board area while you're at it, just in case of leaked electrolyte.

Do R547/548 check out OK?
 
After loads of searching and reading for the various versions of the NAD3020 (mine is the 3120 that is a 3020B without one control) I figured out that the "muting" circuit in this amp is doing nothing at all so I just removed the FETs 509/510 and put a jumper from source to drain and it works as it should, not start up bump or noises on power down...
