I replaced all caps,no success.

looks like too old carbon volume pot or at least that aged with problems. Can not be cleaned. By the way, how did you clean the pot ? Spray ? Air ?
That said model 20 is not so old. Try to buy a cheap stereo volume pot with the same size and ohms value (25K, 50K, ?). That said you also writed that the pre had no problem. Can you check the pre section on a different amplifier with the volume pot zero or at its beginning to see if you hear cracks ?
look at Audiophonics, RadioSpare, Ebay, etc to find a volume pot.
You should try to drop us a picture of the pcb of your amp as well with attachement function.
