In anthony N-channel amp does the phase splitter transitor(Q13) need to be mounted on the same heatsink as the output device?

and yes yuo do have to have it mounted to the heat sink. if you dont youll have a nice blown board like in the pic in the link above

No, It would not need to be.
Actually it is best to use a separate cooler.
This transistor does not control the idle current.
That is up to what I can understand.
