I went back to this one. I'm finding 3 issues. First, the amp will draw about 9 amps unless I remove both output caps. If either one are installed, it draws about 9 amps.
Second, the fan won't run unless I install a jumper from it to ground.
Third, the 317 produces 14 volts. The 337 reads 44 volts.

Check the resistors connected to it and confirm that there are no broken connections between the resistors and the regulator.
The caps may need to 're-form' if they had reverse voltage applied.

Reviving an old tread, but here it goes. I just got a hold of a 2301 that was showing similar symptoms to this one. The ps fets and resistor were destroyed, so i replaced them temporarely with 60n60 i think. Before powering up i removed my rectifiers. Powered it up and my power supply section tested good with good waves and voltages. Put the rectifiers on and powered it again. Got positive and neg rail, but the ps fets started to heat up. I did some more probing around and found the large zener diode that is installed in place of one of the rail cap slots on the positive rail side was shorted.
